When is a joke a joke?

Everything does not sound right when the Palace asks the public to get used to the character shifts of Noynoy, particularly when the President is joking and when he’s not.
That was what in effect Noy’s spokesman Abigail Valte told reporters when she asked them to ignore Noy’s statement about the three Cabinet men who he said were bearers of bad news as it was said in jest.
The statement, however, will be hard to dismiss as it was made at the middle of a commotion over Noy’s KKK (kaibigan, kaklase, kabarilan) and amid rumors of a Cabinet revamp.
You know the President, he is fond of making jokes, Valte said.
Noynoy’s “joke” was that everytime the three Cabinet officials seek an appointment, Noynoy goes into a panic fit over the expectation of a new problem that is equated to him, asking only to hear the good news from his subalterns.
He even indicated his loathing to meet the three bringers of bad news which is taken as the many problems that are popping up as a result of his amateurish administration.
Of what value is it to the nation for Noynoy to have if he expects only to receive favorable news and make it known to his subalterns about his preference. Worse, he does it by joking.
A joker would be the last person that the country needs for a president. The voters were expecting a no nonsense leader in the last elections and Noynoy was packaged by the yellow mob as the candidate to fit the bill. As packaged by the yellows, Noynoy is a son of a democracy icon and a martyr and would definitely be worth the presidency. That was how Noynoy’s campaign ran.
Noynoy, however, is proving to be averse to problems and making tough decisions. He has shown himself to be even reluctant to being around to discuss problems which is probably the reason he does not want to hold Cabinet meetings, which he calls unproductive.
In the last National Disaster Risk Reduction and Management Council meeting to discuss relief and rescue operations in areas ravaged by tropical storm “Falcon,” Noynoy was not to be found even as he was expected to preside over the meeting.
The weather on that particular Friday was too conducive for staying late in bed, which Noynoy undoubtedly gave in too without any remorse whatsoever.
Later, he was seen trying to make up by supposedly visiting nearby flooded areas such as in Marikina or anywhere within the reach of the late rising Noynoy.
It was not the first time that Noynoy would set aside an important meeting to indulge in oversleeping as a result of whatever he does very late the previous day which is not usually an affair of state.
Also it was not the first show of his reluctance to face up to problems.
During his recent visit to Cotabato, local officials cried out since it was obviously meant for media mileage exploiting the flooding problem in the city as a result of water lilies clogging its river.
When asked what solution can he offer the city to solve the clogging problem Noynoy was suddenly in deep space with his answer “The people should know that we are just one year in the presidency.” Far out, really.
So when is Noynoy lucid and when is he in a joking convulsion? The Palace should always follow up a Noynoy speech on what is his state of mind, or better yet post a notice prior to his speeches on how the public should take it similar to a parental advice on movies.
His shifting mood makes his bombastic spiels about the straight path, his fight against corruption and his overall capability to lead the country doubtful. Who knows, maybe he was joking.
The problem of the people with Noynoy then is finding the amount of time that he devotes to joking and to being in his right mind.
He might never be lucid at all ever.
A joke maybe becomes him.
